Got a Counter? Site-lock

One of the best ways to counter site-lock is to generate lost souls during your draw, upkeep, preparation, or battle phase. You can potentially accomplish this with the following cards or card combinations:
Lost Soul: Hopper, Revealer, Awake, Deck Discard
Artifact: Samaritan Water Jar
Territory class enhancement: Gideon’s Call, Fishers of Men, Shoes of Peace, Sowing Bountifully, Created by Christ, Paul’s Belt
Hero: Barnabas, Seeker of the Lost, Angel of the Harvest, The Woman at the Well, Achaicus
Combo: Hidden Treasurers + Green Prophet + Capture to opponent’s land of bondage ability
Evil Character: Gibeonite Delegates, Pharaoh’s Cupbearer, The Amalekites’ Slave, Assyrian Survivor, Silly Women, Claudius Lysias, Centurion at Jerusalem
Fortresses: Alexandrian Ship

Another way to counter site-lock is to utilize site access abilities, remove lost souls from sites, or discard the sites:
Sites: Dragon Raid, Promised Land, The Ends of the Earth, New Jerusalem
Artifacts: Priestly Crown, Temple Veil, Covenant with Levi
Territory class enhancement: Benedictus, Isaiah’s Call, Wheel within a Wheel, The Prodigal Returns, Peter’s Vision, Shoes of Peace
Territory class heroes: James, Leader in Jerusalem
Heroes with site access abilities: Apollos, Cornelius, The Centurion at Calvary,
Dominants: Shipwreck
Fortresses: Missionary Ship, Fishing Boat

The best brigade at taking on a site-lock deck is Clay. Barnabas has the best soul generation in the game. If you go the Clay Corinth route you can infinitely recur Sowing Bountifully, Paul’s Belt, and Created by Christ with Apollos + The Holy Spirit + Fruit of the Spirit. James, Leader in Jerusalem provides global site access for all clay heroes.

Soul generation is the best method for countering site decks as soul generation is useful in every game. Site access abilities are only useful in games against decks with sites and are dead cards against other decks. Dragon Raid is the exception to this as negating lost souls is very useful and is a staple in most decks.
